As I mentioned before you need to take whatever advice you receive with

a little suspicion; that is, check it out. I'm no expert and many who

post on the net are not either. Certainly I'm no expert of small

breasts; but I can tell you [and you can tell your daughter] that medium

or small breasts can be absolutely lovely. And they will stay that way

for many more years that oversize breasts.

I believe [but don't know] that breast development is controlled,

partially at least, by the female hormones. The page below gives you a

lot of ideas for further search; but probably won't directly answer your

questions. Sorry, it's the best I can do. Maybe someone else here can

be more helpful.

I do quite a bit of searching on google.com, but you can't really do a

search for " breasts " without getting a million porn sites. I tried to

find some medical info and am including this page url:

If you go " upstream " from the link above you can find this particular

doctor's approach to hormone treatment for many disorders.
