When is 4.5 too much?

you take 50 ml distilled water.you put it in a brown glass with a good cover.you dissolve the pill and keep it in the fridge.

you draw 4.5 ml with asyringe without needle around 22.00 and put it in mineral water and you drink it,if you need less then 4.5 mg then you take less ml.

in the past it was said to shake before use.lately someone told the group it is better not to do.
