I think you can't donate blood if you have Lyme, for the same reason. there are some proven cases of Lyme infection through organ transplant (check " The Baker's Dozen and the Lunatic Fringe " for details). People who had lyme (even those who think they are cured) should never donate organs. Unfortunately, I don't think there is any country that worries about this, just like most countries don't have a problem with being a blood donor when you have tested positive for Lyme.
