Vodka usually comes in 40% but there are a few brands higher. I don't know what part of the world you're in but one that is sold locally here in Canada is Gdanski Spirytus from Poland at 76%. The personnel at your local liquor store may know of one that is exactly 60% if you ask. Some states in the US sell the Everclear which is over 90%. Some places also let you apply for a special license to purchase the overproof alcohol if you tell them you make tinctures for therapeutic purposes. I usually use 95% alcohol and add water to bring it down to the recommended solubility factor using the standardized method as per: www.sagemountain.com/the-formulary/making-tinctures.html http://www.sagemountain.com/the-formulary/making-tinctures.html It's not as complicated as it originally sounds when reading it for the first time.
