OT: Help he keeps getting outside

Off Topic again but I am desperate, My son keeps getting outside. We have

deadbolts, he can open them. We put chain locks up high he will use chair

and books to reach it. We put alarm on the door this time someone forgot to

turn it on. This is the second time it has happened that the police found

him (we are in a very small town and there are many police here so it only

takes a minute or two for someone to spot him and police to have him, even

when we are looking for him). Is there any device we can put on his body or

any special lock for the door. We have all the windows nailed shut because

he was climbing out of them. I am at a loss. I am worried they will take

him away, as this is what the police said. We are now padlocking the door

shut, but all it takes is one time for someone to forget to lock it. We are

very stressed. Really thinking of moving from this town. When we lived in

minnesota we had a personal care assistant because of this very problem

(he's been breaking out of the house since he was 2 years old and now at 4

he is very proficient) we can't afford to hire someone out of pocket and

Kansas has no help. I am sorry to ramble and I hate to put this on the

internet but we really need some suggestions.
