yellow ring around my son's neck

My son has had a yellow ring around his neck since before his 1st Bday

and his ASD diagnosis. Actually he was born with a somewhat yellow

coloring to the ends of his fingers. Can anyone tell me what causes

this and how I might treat it? Thanks.
