It was eczema and for us Cortaid lotion cleared it up. I don't think that's a good long term fix, but we never saw it again. It's cause was a mystery but we suspect allergy. I am pretty sure it is not > ringworm. This sounds like how my son's vitamin A toxicity rash started, altho my son's started on the top of his thigh. Do you give any vitamin A?
