You could try Catnip. It is an herb in the mint family, so it should be legal.

It is also used for stress, insomnia, and digestive disorders.

My guess you'd have to buy it as a loose tea.

what about fruit teas? i've found fruit teas at adagio dot com. these are the ingredients of the berry blast - black currants, cranberries, raspberries, elderberries, bilberries, hibiscus flowers and rose hip peels. i wonder if this is legal.
