To be eligible, a person must not be covered by, nor receive services under, a third-party insurer or a governmental program such as Medicaid or Medicare. If income is less than current Poverty Income Level, facility services may be free. If income is greater than but not more than double Poverty Income Level, services may be provided at full charge, reduced charge, or free. Check the individual notice of your facility. It is not necessary that applicants be U.S. Citizens. Patient need only have been living in the U.S. for a minimum of 3 months. (Note: Hill-Burton facilities must provide a specific amount of free care per year, but can stop services once they have given that amount.) The Hill-Burton Act is administered by the regional office of the U.S. Department of Health and Human Services. For Connecticut, the regional office is: U.S. DEPT. OF HEALTH AND HUMAN SERVICES – REGION I F. Kennedy Federal Bldg. Government Center, Rm. 1400Boston, MA 02203 1- You may obtain a list of Hill-Burton facilities by contacting the Dept. of Health and Human Services at the address above or by calling its 800 number. APPLICATION PROCESS: The application process begins at the Admission, Business or Patient Accounts Office of participating facilities. Individuals may apply on behalf of any patient as long as they provide the information required to determine eligibility. To start the process, ask the health care facility for a copy of its individual notice. This notice explains where in the facility to apply. Ask how to apply for Hill-Burton free care; it may be necessary to fill out an application. The facility may also request proof of income. If asked to apply for other financial assistance programs, the applicant must comply. After completing the application, request a determination of eligibility. Facilities have between two and ten working days to accept or deny the request. For more information on the Hill-Burton Act, go to U.S. Dept.
