Jodi,

This is Chavez writing to you about the pre-school program

through our state, Illinois. On October 17, Christian had his

evaluation at the school. They took him for the eval. while I spoke

to the nurse and the social worker. I brought in my blue RSS

brochure and answered many questions. At one point, the social

worker asked the nurse if she thought he would be qualified and the

nurse's answer was " Oh, definitely. " Last Friday (the 24th), I went

for the IEP meeting. They explained to me that he was qualified for

30 min/week of speech therapy due to articulation delays. He was not

qualified for the pre-school. As I came home and reread the

evaluations a few things bothered me.

The psychologist did a learning processes and educational

achievement evaluation. In her report, under the heading Cognitive

Level, she wrote that " He was succesful at most cognitive tasks

presented to him that are at the 2 year old level as well as many

that are at the 3 year old level. " But he's gonna be 3 on Monday.

Shouldn't he be succesful at all the tasks at a 2 year old level?

Under the heading Discrimination/Classification Skills, she wrote

that his " abilities in this area appear to be within the 24-36 month

level. " It seems to me that this is a broad range. Under the

heading Primary Areas of Concern/Need, she wrote " Christian would

benefit from enrollment in a regular pre-school program to enrich his

emerging readiness and academic skills. " I can't afford a regular

pre-school.

In his Documentation of Evaluation Results, they wrote, among

other things, that he was able to recognize the color " red " and count

to 1.

In speaking with his OT today during her last session, we both

disagree with the report. She, and I, do not believe he recognizes

the color red or any other color. She also believes that he should

be able to count higher than 1 at his age.

The OT informed me that in Illinois, to qualify, the child has

to be 30% delayed in one area and 20% in another.

My question to you is where do I go from here? The OT says that

she believes he's borderline and advised me to push the issue a bit.

I don't know how to go about this. You suggested to me in a previous

email to use a dr.s note with " other health impaired. " Can I ask for

another meeting and gather that information and maybe a note from Dr.

H or someone else saying that most RSS children need these pre-school

services?

I'm sorry this is so long, but I'm feeling overwhelmed by the

information I received and my feelings regarding the evaluation. Any

advice or guidance you could give me would be greatly appreciated. If

hi stacy sorry to hear of hte school issues been delaingfor along

time with them 3yrs now iep and 4 with EI services. if the pre k is

done threw the state and local school systemsn u can request another

eval if u do not agree with the reults of it also u can fill a

complaint adn appeal the decision as well threw them. get all the

information u can with regards to how the delays affect him and how

they put him at risk. a letter explainin git from adr could be good

as well. u can also consulta child advocate which is usually no

charge at least in oklahoma to help u manage the laws adn find loop

holes to get him inrolled. good luck:)

This happen to me when Gaby was first diganose with RSS, Since

she does not meet a lot of the health and delay programs as children

with RSS, they did not want to offer anything, but luckily a friend

of ours is a childs adocate and she came to just one meeting, first

of all she read them the laws for chilren with disablies, then they

point out all the mistake that they had done with Gaby paper work

and let them know that they could get in a lot of trouble. She was

very nice, but very strict forward with them on what we wanted for

Gaby, She is know being seen by a PT, OT and infant teach twice a

week. I really think you need to find a Childs Adovcate. They make

a big difference. They school district can me very mean, and if you

are not strict they walk all over you.
