For my youngest, at 20 months(he's 2.5 now) he had two words(mom and yes), and used the sign for " more " for everything. He didn't attempt to talk either. I removed all dairy from his diet, and he started to say single words. Later, I removed gluten, and the single words grew into short two-three word phrases. It sounded forced and un-natural, but he was trying. Prior to my intervention. He would get easily frustrated and tantrum a lot. His sleep was fine, although he was a very light sleeper, and would easily wake at the slightest sound. After being gluten and dairy free, I added Super-Nu-Thera, it was recommenced for a speech delay, his speech improved more, and became more natural. His articulation is not very good, so he is currently in speech therapy. But he is trying to communicate, and his level of frustration has decreased dramatically.
