I went through three twin strollers and never found one that worked well for us because Kaitlin and Emilie couldn't sit independently and had very stiff legs which made it hard to get them in and out of the seats. Another possiblity you might look at is a twin jogging stroller. I knew of someone who did this with her twins who were both disabled, and it seemed to be made to hold bigger kids than a traditional stroller. The one she used had solid seats so it offered good support. Sorry, don't recall a brand name. This isn't the greatest solution, but I did want to mention that it is possible to push two manual wheelchairs at the same time. My girls got Zippie (Quickie brand) manual chairs when they were three (these weren't stroller-style but looked more like regular wheelchairs.) The chairs were lightweight and manueverable enough that I could push one with one hand and pull the other behind me by holding onto the wheelchair tray.
