Commandant of the Marine Corps Headquarters Marine Corps 2 Navy Annex Washington, DC 20380-1775 Dear General , Subject: Anthrax Vaccines and Courts-Martial I write to you about matters concerning the vaccination of Marines with the so-called anthrax vaccine. I use the term so-called because some of the lots of the vaccine being used in the Anthrax Vaccine Immunization Program (AVIP) have been proven, beyond any scientific doubt, to contain a synthetic polymer named squalene, a substance used in experimental vaccine adjuvants. In short, this means that some or all of the anthrax vaccines that have been used in the AVIP are not comprised of what the Department of Defense (DoD) has claimed they are. Squalene use in vaccines requires specific case-by- case approval by the Food and Drug Administration (FDA) because of the very real potential of triggering a human adjuvant disease, an adjuvant induced autoimmune disease. Vaccines containing squalene in any quantity would fall under the category of what the FDA calls an investigational new drug (IND) and informed consent of the persons being vaccinated would be mandatory - which is certainly not the case with Marines who have been vaccinated to date including myself. Hence, a short introduction and relevant history is necessary. I am a former Captain of Marines who voluntarily, but reluctantly left active duty in June of 1993. My decision to leave the Corps centered on the idea that many decisions being made in the upper echelons of the United States Marine Corps, the senior officer corps, were so tainted by political expediency and careerism as to undercut combat effectiveness and, therefore, weaken the security of the United States. Since then I have learned firsthand how naïve that evaluation was. The situation has become much worse than I could have ever imagined and the proof is the Gulf War Syndrome (GWS). In 1996, within a year of completing graduate school, while successfully transitioning back to civilian life, I was suddenly stricken with what is now called Gulf War Syndrome. Looking back it is clear that I had symptoms soon after coming back from the Gulf War, but it had taken some time for the disease to wear down my immune system causing what seemed like a delayed onset. Since the abrupt, acute worsening, which made me so ill that I was at times bed-ridden for the better part of a year, I have been living on the brink of totally disability. I am marginally under-employed in a computer field only because there are many times more jobs than available personnel. I am able to work only with the help of medication I cajoled from an understanding former military doctor after medical tests I insisted on were positive for autoimmune disease. I live knowing it is only some indeterminate amount of time before my body finally surrenders to the Syndrome. Existing treatments only delay the inevitable destruction of numerous body systems. Let there be no mistake or room for posturing. Many have already died from Gulf War Syndrome. The death certificate just didn't say Gulf War Syndrome as the cause. You may ask how I am so certain of the state of affairs I have just laid out? Due to many reasons, including my ingrained Marine Corps habits, I did not just sit back and wait for answers when the illness struck. I soon learned they would not be forthcoming in any event. I went out and found the truth and the truth, as you now cannot deny knowing, is that Gulf War Syndrome is a disease or diseases resulting from the use of experimental vaccines on unknowing military service members. There is no room for argument here. The testing for squalene antibodies, antibodies to an otherwise naturally occurring body substance and found nearly exclusively in sick Gulf War era military service members (encl. 1) including myself, has been available for years and the DoD knew about this testing soon after it was developed. Recently, the FDA tested the anthrax vaccine using the only approved test and found squalene even though the DoD claimed to have used the same test and said it did not find squalene (encl. 2). The unadulterated truth: the Department of Defense has been lying about the composition of what they are calling the anthrax vaccine. Eventually, the true composition of the vaccines and scope of this deception will be known. In the meantime, there are immediate questions of integrity to address, the integrity of some high-ranking officers in the United States Marine Corps. Officers who swore an oath to defend the United States, in accordance with the United States Constitution, against all enemies, foreign and domestic and who have as a preeminent responsibility the health and welfare of their subordinates. Though I have recently read that the anthrax vaccine would now not be administered to anyone except those deploying to the Gulf theatre, it is clear to anyone who understands the gravity of the health problems caused by these experimental vaccines that troops being vaccinated with these experimental vaccines are in far greater danger from the vaccine than from the potential threat of anthrax weapons. There are also viable alternatives to the experimental vaccine to include the use of the legitimately FDA-waivered anthrax vaccine that the DoD still claims it is using as well as prophylactic antibiotic treatment if the situation warrants. There are now approximately 100,000 current and former military service members on the Gulf War Syndrome registry. There are many thousands more who have not been allowed on the registry because, not having ever deployed to the Gulf War, they have not been allowed to register or who have not registered because they do not understand that their illness is GWS. In any case, it currently does not matter. If any of these many thousands is receiving the proper medical treatment it is purely by accident because even the most basic research to identify and disseminate treatment plans is purposely not being done. GWS is deliberately being propagandized as a stress-caused disorder to keep the truth buried. Meanwhile, sick veterans, many forced from active duty by sickness, somehow endure the financial hardship that comes with unemployability, continue to suffer, continue to die, without any chance of a cure. Why would the DoD paint a scenario so contrary to the truth if there was nothing to hide and the experimental vaccine use was just an honest mistake initially undertaken in time of war to protect the troops? What kind of Marine officer is aware of this kind of information and does not take action to protect the Marines in their charge? At this point in time, the truth being so readily available, I question the integrity of any officer who orders Marines to take the vaccine with threat of a court-martial or who knows of the truth and does not take formal action. In the least, making vaccination an order would be dereliction of duty because it is now well established that some of the vaccine lots are experimental and have resulted in disease and death, identifying this an unlawful order according to the law of the land, the United States Constitution. Amendment IX, of the US Constitution, known as the Bill of Rights, states that every person is endowed with " certain inalienable Rights. " Inalienable rights are endowed naturally by birth and cannot be taken away by anyone, any institution and, specifically not by ANY government - for ANY reason. (Just in case this is unclear to the people who work at government-controlled, quasi- corporate think tanks who may read this letter, the FDA cannot just grant a waiver to the US Constitution and the intentional lack of informed consent cannot be rationalized by " national security " concerns.) Reading a history of the period, one unambiguous, inalienable right meant by these carefully chosen words was the right of bodily integrity, fundamental control over one's body. When these words were written, by mostly former British subjects, it was with the wisdom gained from a long history of monarchs and despots who summarily tortured and executed those who did not meet their approval. Fully realizing that such behavior was not relegated exclusively to monarchs and despots, these newly minted Americans pushed for the passage of the Bill of Rights to be added to the new republic's constitution. As original intent dictates, military service members may voluntarily risk their lives in the service of their country, but being a member of the US military does not in any way abrogate the Bills of Rights' " certain inalienable Rights. " This basic legal tenet, underscored with every officer's oath of office, was reinforced during the Nuremberg trials at the end of World War II. Consequently, testing experimental vaccines on human beings without informed consent is not only unconstitutional, but also illegal according to international law and, if consistency is to be maintained, is punishable by hanging of the responsible senior officials and officers. Similarly, any military judge that does not allow the entering of evidence of illegal vaccine use in the courts- martial of anthrax vaccine " refusniks " , or officer in the chain-of- command who aids by similar, unlawful acts or orders, should also be charged with dereliction of duty and be punished to the full extent of the Uniform Code of Military Justice. In addition, Marines who support or defend unlawful orders pertaining to unconstitutional anthrax vaccinations can also be justifiably compared to totalitarians such as the Nazis. The excuse that one was " only following orders " is acceptable only when that order is lawful. ning ignorance or trying to hide behind some kind of contrived plausible deniability scheme is not an acceptable tactic at this point in history because the truth is readily available to any officer who has the rudimentary level of intelligence required to be an officer. I found the truth about GWS researching from my home in North Hampton, New Hampshire. Am I expected to believe that the most senior officers of the United States Marine Corps, with nearly limitless resources at their disposal, are truly ignorant of facts surrounding the illegal use of experimental vaccines or do not understand what constitutes an lawful order in accordance with the US Constitution? It is a disgrace to the Marine Corps, but especially the officer corps that it is the junior enlisted personnel who have the fortitude to stand against orders that are clearly unlawful, being court-martialed as a result, while the senior officers, seek only to appease their corrupt civilian superiors. It makes no difference whether these officers are receiving the experimental vaccines too. It's still unconstitutional to order subordinates to take it and it only proves one has limited intelligence and no backbone. It is the US Constitution that separates our form of government from totalitarian regimes and makes us a nation of laws applicable to every citizen. By definition, this is what constitutes a republic. Marines who fail to understand and live by this fundamental concept are unfit for military service and should be expeditiously discharged from military service – no matter what their rank. I find the behavior of Marine officers who know the facts surrounding the use of experimental vaccines and related GWS matters and, who have taken no direct action, as completely dishonorable. As evidenced by the continuing courts-martial, it reeks of the careerism that so disgusted me while I served. That careerism has spawned moral and ethical cowardice, despite any medals one may have been awarded for bravery on battlefields, and resulted in murder and treason. This is no exaggeration. When one deliberately takes no action knowing that similar inaction has resulted in many uncounted, agonizing deaths, this constitutes complicity in the horrendous murders of former and current comrades-in-arms. When one undermines the security of the United States by disobeying the Constitution of the United States and betrays the trust and confidence of the citizens of the United States in its military, this is, without equivocation, treason. In effect, the continued inaction and silent complicity of some Marine and other military officers in this matter has worked to nullify the victories of WWII and the Cold War – wars against totalitarianism, wars fought for the " certain inalienable Rights " of others as delineated in the US Constitution. This whole fiasco makes me ashamed to tell anyone that I served in the United States Marine Corps. On the battlefield I would have given my life for my fellow Marines if need be. Yet, when confronted with a danger to our country equal to any war I now find the Corps is paralyzed by the inability of some members of the officer corps to simply utter the word no to a superior. If I had the means I would send this letter to every Marine, past and present, so there would be no misunderstanding about where I stand and what is going on – or, in the case of some Marine officers, what is not going on but should be. I look forward to your reply and, even better, your direct and immediate intervention in this situation that poses such a grave threat to our republic. Otherwise, tell the Marine historians to make a new entry. Instead of " Tell it to the Marines " note the slogan has now changed to " Don't tell it to the Marines " because they don't want to know the truth.
