Substitute for Whole Wheat PASTRY Flour

I can't find WW pastry flour and I want to make some pancakes. The recipe

says that if you can't find the pastry flour just use a cup of white flour

along wit the WW flour but I know that's not SBD friendly. What do I use to

make them fluffy without using the white flour or WW pastry flour?
