Maybe after the press got hold of that, they changed their ways - but I know that was how they used to do it. And I recall that their donations really went down for a while after that. Hubby said that the United way was the one with the really big scandal, (big salaries and very little going out) but the Red Cross has an enormous overhead that gets paid first. I'm trying to find out where I can find out - like for each dollar received, what percentage goes where. No luck so far! I've been involved with 1-2 more local floods, and believe me, people were begging for underwear and blankets. I realized that they need to be new - not used items, but I would rather take a box of underwear to a church that is collecting them for families - or personal items, than to donate money to a corporate giant! I'm not saying that the Red Cross isn't a good organization - it does a lot of good!! It's like our thyroid problems - listen to what the people are saying they need - not what a head of a corporation thinks that they need!! I am not saying that it ( RC) is perfect and having been someone who United way helped me out, I swear by them, but you are right, the operating expenses are inflated but it is what it is, I donated lots of stuff to the hundreds that lost their homes here locally during the fires, but out of country, Africa India etc, money works best. Most TV stations will have a list of who is sending medical and will need cash for water, sheeting, etc. They do their homework so no scams that trust me will show up soon now. The military have places you can donate also.
