I have to dig my letters out again, but I think (with small part of the brain that is left!) that I got a letter saying that by state law or regulation in NC I had no right to an external appeal because with BCBS NC it is a contractual limitation (vs. a denial of benefits). In other words, we contracted for insurance and BCBS paid what they said they would (the puny $600) so the deal is over. I was using DOI loosely -- because we never even got there frankly. Is this making sense at all?
