The federal law that guarantees an education to all disabled

students is up for renewal, and a key issue once again is how to

discipline those students. School administrators say the current

system forces them to spent huge amounts of time and money trying to

remove dangerous students from the classroom. They want Congress to

give them more control. But many parents of disabled kids fear the

changes will simply make it easier to kick students out of school.

NPR's Larry Abramson reports.
