Just to (finally) finish out this thread:

Called CIRS Palo Alto, told them to situation (on the $700 delta b/t

BCC's " negotiated rate for procedure " and what they actually charged

us for it) and then sent them a letter with bullets explaining what I

typed out below. They called me back two days later and cut a cheque

in two weeks. No problem, no hassles, no issues. They were very

nice, very polite and according to their office staff they " do this

all the time " .
