I have read before that high levels of cortisol (which can be produced by stress) promotes fat storage in those areas where you are genetically prone to put it. Also, after you eat, and especially if you eat carbs, your blood sugar rises, which in turn causes huge amounts of insulin to be produced to counter the blood sugar. And insulin is a FAT STORAGE HORMONE. Insulin acts on your liver to manufacture more fat, and that can mean more fat cells in the belly to store that extra fat!! And to make this all worse, the more fat your produce in the liver, the harder it is for the liver to remove the extra insulin........rising insulin again. And...age doesn't help matters either, especially menopause. Neither does the low metabolism caused by hypothyroid. The key is to move to a beautiful island with all the money in the world, bring some loved ones that are easy going, and eat nothing but lean meat and eggs. LOL.
