what is the earliest age a kid can be diagnosed w/ apraxia?

My son is almost 2, has been receiving EI in speech since 19 mo. with

not much improvement. I have worries that it might be apraxia, at

what age can this be diagnosed and will this change the teacher we

have for EI?
