They are supposed to try to contact you three times before holding an ARD without a parent. You also have the right to refuse to sign anything if you do not understand it and want time to read it. Asking you to sign something right then and there with no prior notice is not legal. If you try again and get no response from this person at school, then contact people at the state education level and tell them what has been happening. You also have the right to ask for another ARD to discuss placement and accommodations. Above all get a copy of your rights and read it so you know what your legal options are.
