To the members of the Texas EMS List (and Doctors Racht and Margolis and Mr.

Bishop):

For the most part, I've remained silent about some of the constant grumbling

about the National Registry testing process in Texas. However, as I have

recently completed the intermediate portion of my paramedic class and continue

my journey towards obtaining paramedic licensure in Texas, I can no longer

remain silent.

There appears to be a severe lack of NREMT advanced practical exam sites

that are open to any student. I wanted to start planning ahead to find a

practical exam location. Unfortunately, it would appear that the only option

for me

after completing my course (expected date of completion is early October) is

a November or December exam in Abilene, approximately 200 miles away from

Austin. The table created by the NREMT website is below for your reference:

I am very troubled that the capital city of Texas, with a metropolitan

population of well over one million, does not have any open NREMT practical

exams

within a 100 mile radius after August 18. (There is a San exam site

roughly 75 miles away.) I am not prone to conspiracy theories, but I do find

it very coincidental that two of the three NR representatives for my area of

Texas (Region 7) are both full-time faculty with the two college based

programs in the area (Temple College and Austin Community College). I have

been

told before that both of these institutions regularly offer practical exams,

but

these exams are closed to all but their students.

To me, when a regulatory or licensing entity grants one the authority to

conduct examinations, a certain level of public service and interest is

expected. I am exceedingly concerned that, on first impression, it would

appear that

the NR exam representatives for my region of Texas exist primarily for the

benefit of their respective educational institutions. When a licensing entity

creates scarcity, it has a special obligation to ensure that the opportunity

to test is readily available, at least in major metropolitan areas. Such is

the nature of public service, not private benefit.

The National Registry has done a very good job of listening to our concerns

as Maxie has relayed them. Let's continue to keep the dialogue going -- and

let's make a commitment to ensure that every EMT-I and EMT-P has an equal

opportunity to test. The multiple locations for Pearson VUE were a good start

for the written/computer exam. It's time to make the same demand for

practical examinations.

I look forward to seeing how Texas DSHS, GETAC, and NREMT plan to address

this very real issue.

The simple solution to the problem is to have your " training institution "

conduct an advanced level practical exam at the conclusion of its advanced

courses. It is not a complicated process, its just time consuming, takes

some pre-planning and requires some funding. Everything one needs to know

to conduct an exam site is on the NR web site. At the role out of the NR in

Texas all Coordinators were given the information on how to set up a

practical exam site. So I don't see the problem being with DSHS, NR or

GETAC, it rest on the shoulders of the Training entities.

I am very troubled that the capital city of Texas, with a metropolitan

population of well over one million, does not have any open NREMT practical

exams

within a 100 mile radius after August 18. (There is a San exam site

roughly 75 miles away.) I am not prone to conspiracy theories, but I do find

it very coincidental that two of the three NR representatives for my area of

Texas (Region 7) are both full-time faculty with the two college based

programs in the area (Temple College and Austin Community College). I have

been

told before that both of these institutions regularly offer practical exams,

but

these exams are closed to all but their students.

To me, when a regulatory or licensing entity grants one the authority to

conduct examinations, a certain level of public service and interest is

expected. I am exceedingly concerned that, on first impression, it would

appear that

the NR exam representatives for my region of Texas exist primarily for the

benefit of their respective educational institutions. When a licensing

entity

creates scarcity, it has a special obligation to ensure that the opportunity

to test is readily available, at least in major metropolitan areas. Such is

the nature of public service, not private benefit.

The National Registry has done a very good job of listening to our concerns

as Maxie has relayed them. Let's continue to keep the dialogue going -- and

let's make a commitment to ensure that every EMT-I and EMT-P has an equal

opportunity to test. The multiple locations for Pearson VUE were a good

start

for the written/computer exam. It's time to make the same demand for

practical examinations.

I look forward to seeing how Texas DSHS, GETAC, and NREMT plan to address

this very real issue.

I believe that you are incorrect in some of your observations about National

Registry skills testing. There are 30 National Registry Representatives in

Texas. I can

not speak for all 30 but I know that many of the representatives conduct

examinations whenever called upon by the training centers. I personally have

two examinatin

sites which I will be conducting NR skills testing within the next two weeks,

one in Mt. Pleasant and one in Longview. I know that Trinity Valley Community

College

plans a site on May 5 in Athens. I believe that if you contact the

representatives as listed on the TDSHS website, you will find more examinations

available than you

are aware of at the present time.

Dudley, , and others:

The two questions I have are:

1) Why are the test sites so poorly distributed throughout the state of

Texas? There are huge swaths of Texas without a single test site within a hour

drive (El Paso, the Big Bend, and anything south of San immediately

come to mind.)

2) Why are so many NR reps affiliated with college programs and then conduct

only closed exams?

While I agree that it might not be a bad idea to require NR testing

arrangements to be part of the state's course approval process, that is only a

band-aid solution to the larger problem of a poor distribution of public test

locations. NR still needs to address that issue -- and to do so aggressively

for

the good of ALL examinees, not just the ones affiliated with the " right "

college programs.

Thanks for your input...I seem to remember at the time this was implemented that

the concern wasn't not enough test sites but people getting into this and taking

advantage of students by charging exorbitant fees...I believe at the time a lot

of emphasis was put on programs making sure they had this arranged for their

students as a part of their advanced level programs...

Maybe we need to look into making that a part of the programs that teach

advanced levels...as a part of their course approval process they have to show

arrangements to have skills testing already arranged with a National Registry

Rep to prevent students such as Wes having to run around finding their own

testing...

It does seem to be a part of more regimented programs...such as large private

education organizations and collegiate programs...maybe we need to require it as

a pre-requisite of all Advanced Course Approvals.

Re: NR Woes, Ad Infinitum

Wes,

I believe that you are incorrect in some of your observations about National

Registry skills testing. There are 30 National Registry Representatives in

Texas. I can

not speak for all 30 but I know that many of the representatives conduct

examinations whenever called upon by the training centers. I personally have

two examinatin

sites which I will be conducting NR skills testing within the next two weeks,

one in Mt. Pleasant and one in Longview. I know that Trinity Valley Community

College

plans a site on May 5 in Athens. I believe that if you contact the

representatives as listed on the TDSHS website, you will find more examinations

available than you

are aware of at the present time.

What about the school you took your EMT -I at? Will your coordinator not do

an exam site? Exam sites don't just pop up it takes alot of people willing

to come and use a day they have off. I try to have one at the end of my

semesters if I can get enough instructors to pool together. I try to mostly

have

open test sites but because of not having enough examiners (that will not be

here for free) its hard to test over 25 people for me here. at least.

The EMS Managers and I discussed the NR Reps at our meeting last week. We want

to make sure all of the Reps listed on the web page are offering the practical

exams and we discussed replacing those Reps who are not testing. As I have

asked you all many times if you are having issues please bring them to my

about the National Registry testing process in Texas. However, as I have

recently completed the intermediate portion of my paramedic class and continue

my journey towards obtaining paramedic licensure in Texas, I can no longer

remain silent.

There appears to be a severe lack of NREMT advanced practical exam sites that

are open to any student. I wanted to start planning ahead to find a practical

exam location. Unfortunately, it would appear that the only option for me after

completing my course (expected date of completion is early October) is a

November or December exam in Abilene, approximately 200 miles away from Austin.

I am very troubled that the capital city of Texas, with a metropolitan

population of well over one million, does not have any open NREMT practical

exams within a 100 mile radius after August 18. (There is a San exam

site roughly 75 miles away.) I am not prone to conspiracy theories, but I do

find it very coincidental that two of the three NR representatives for my area

of Texas (Region 7) are both full-time faculty with the two college based

programs in the area (Temple College and Austin Community College). I have been

told before that both of these institutions regularly offer practical exams, but

these exams are closed to all but their students.

To me, when a regulatory or licensing entity grants one the authority to conduct

examinations, a certain level of public service and interest is expected. I am

exceedingly concerned that, on first impression, it would appear that the NR

exam representatives for my region of Texas exist primarily for the benefit of

their respective educational institutions. When a licensing entity creates

scarcity, it has a special obligation to ensure that the opportunity to test is

readily available, at least in major metropolitan areas. Such is the nature of

public service, not private benefit.

The National Registry has done a very good job of listening to our concerns as

Maxie has relayed them. Let's continue to keep the dialogue going -- and let's

make a commitment to ensure that every EMT-I and EMT-P has an equal opportunity

to test. The multiple locations for Pearson VUE were a good start for the

written/computer exam. It's time to make the same demand for practical

examinations.

I look forward to seeing how Texas DSHS, GETAC, and NREMT plan to address this

I've yet to hear about an exam site for my class. Regardless, there does seem

to be a problem with a lack of coverage -- and a problem with too many NR Reps

basically running only closed exams for their respective programs.

OK folks, I'd like to make a few comments about the NR Reps and practical

testing.

1. The NR Reps Wes refers to do not (usually) act as the NR Rep for their

own program. They have a Rep come in to oversee the exam. So, if they close

an exam, which is their right, they are doing it as the Program Director or

Exam Coordinator and NOT as the NR Rep.

2. Having large metropolitan areas with severely limited practical exams is

a shame. Practical exams are expensive: there are about 12 skills to

complete, plus you need to figure in the cost of retests that may need to be

done. To conduct it properly (to me anyway) 12 instructors are needed, plus

someone to bring the skill sheets to the NR Rep, plus payment for the NR

Rep, plus cost of salaries for staff/faculty that may be assisting in ways

such as keeping track of what candidate has done what skill, etc. For some

programs the cost isn't as much an issue as for others.

I am willing to meet with all EMS Coordinators/Program Directors in the

Austin/Central Texas area (San Marcos to Kerrville to Temple to College

Station) to find a way to address this. More of us working together can get

more done. Remember synergy?

Let's set aside the territorial boundaries and come up with a solution for

our students. If we don't no one else will.

Austin here. I was mentioning that South and far West Texas are both lacking in

practical exam sites as well as the Austin area.

If a student has not received information from their instructor

concerning the NR practical test I would suggest they talk to their

class instructor/coordinator to find out if arrangements have been or

will be made by that EMS program for the students to take the practical

test.

I need to know which programs are not making arrangements for their

students to take the NR practical exam. Even if the program doesn't

host the exam it would be nice of them to make the necessary

arrangements with a NR Rep to test these students at another location.

If this is not being done please let me know.

I cannot speak for any other National Representative. However, I feel that

there are other Reps out there who would be willing to travel to conduct a NR

skills testing

session, if given enough advanced notice. I personally have only had one

program out of the east Texas area call me to do a test. I was actually on

vacation in

Branson, Missouri when he called. I advised him I would not be able to make

that test site due to being out of state and only 3 days notice.

I would be willing to conduct a skills testing out of my area if I were given

advanced notice and I am sure there are others who would also do it.

I personally know a college program in East Texas who has never sponsored an

exam. I feel that this is wrong. A program, in myh opinion, owes it to their

students to

host a test for those completing their program. Just my opinion.

I feel resonably sure that Maxie will work out a solution to your problem. He

is very good at answering questions and following up on them. He is not like

the one

GETAC Committee member who I sent an e-mail to and he did not have the courtesy

to answer me. Maxie will answer your questions.

I know there are several locations across the state that seem to be doing like

we do and hosting regular exams to accomodate students from all programs who do

not have a site. We have one Intermediate level practical and one Paramedic

leve practical each quarter in Abilene and pick up students from across the

state and from other states. We can even hold them more often if a group is

graduating and has enough students to pay for a test upon request.

What about the school you took your EMT -I at? Will your coordinator not

do

an exam site? Exam sites don't just pop up it takes alot of people

willing

to come and use a day they have off. I try to have one at the end of my

semesters if I can get enough instructors to pool together. I try to

mostly have

open test sites but because of not having enough examiners (that will

not be

here for free) its hard to test over 25 people for me here. at least.

I have offered NR Exams here in College Station for the last 4 years. We

have been able to host up to 65 students and the exam went very well. We

have always opened the exams to outside students and even had students

come from out of State to take the exam. The last exam we had less than

25 students take the exam. The problem that I see is the expense

involved to the student. We had to more than double our cost when the

written exam went away. My staff and I are willing to travel to help

administer the exams, again the problem is expense. I am currently

scheduling exams for June 2, August 11, October 13, & December 15th. We

have to schedule around the availability of our NR Rep and available

hotel space in College Station. We have a very difficult time during

football season because the is no place for out of town students to

stay. I would be very open to other NR reps coming in and filling in

some of the other dates we have available. I do think that there are

large areas of the state that do not have the exams due to what it cost

them. I also would be open to talking to anyone anywhere in the state

that would like to host an exam. I feel like we can offer this anywhere

they would like to do the exam. The problem is always, is there a NR rep

available and are the students willing to pay what it will cost to make

the exam happen. I also am very open to the meeting Eddie

suggested.

I cannot speak for any other National Representative. However, I feel

that there are other Reps out there who would be willing to travel to

conduct a NR skills testing

session, if given enough advanced notice. I personally have only had

one program out of the east Texas area call me to do a test. I was

actually on vacation in

Branson, Missouri when he called. I advised him I would not be able to

make that test site due to being out of state and only 3 days notice.

I would be willing to conduct a skills testing out of my area if I were

given advanced notice and I am sure there are others who would also do

it.

I personally know a college program in East Texas who has never

sponsored an exam. I feel that this is wrong. A program, in myh

opinion, owes it to their students to

host a test for those completing their program. Just my opinion.

I feel resonably sure that Maxie will work out a solution to your

problem. He is very good at answering questions and following up on

them. He is not like the one

GETAC Committee member who I sent an e-mail to and he did not have the

courtesy to answer me. Maxie will answer your questions.

I agree with , Wes. I used to get calls to rep exams occasionally for

other programs and classes, but I personally have not heard from anyone in

anothe program to request that I rep a test in a long time.

Wes,

Thankfully the school I'm in, Tech Pro Services in Abilene, is a test

site but again lots of travel would be nice to stay closer to home.

Travel costs money with hotels, meals, time off work, putting gold in

the fuel tank oops meant gas, etc. But at least I know my program

has provided opportunities for testing. Hope you can find out about

yours soon.

But remember that not all programs have a pool of people to be able to call

on when it comes time to test. Trying telling someone they need to help be an

examiner for around 10 bucks an hour or so, then compare that with them

possibly having to give up a shift and make over 200 bucks. It's not a tough

choice for most to make with the cost of living and gas prices.

Thanks Maxie...maybe something we can address through rulemaking...I still say

that a plan/contract for conducting final skills testing SHOULD be MANDATORY for

programs wishing to teach an advanced class. This is a coordinator issue...not

a NR issue...these coordinators who are not planning on their students to test

at the end of their program is what is a shame...

I understand that Eddie...but I also think it is a little irresponsible to

conduct a class knowing that at the end it will be VERY difficult for your

students/customers to get their certification because the program they paid

their small fortune to has not had the foresight to plan for this before opening

up their garage, hanging out a shingle, and taking trusting, unknowing students

in the door.

The coordinators of this state should be held responsible for making sure that

they have processes in place not just to take students monies and push them

through class...but to also take them to the final step and that is obtaining

their certification card.

Since the NR process is in place, rules should require that coordinators make

this happen...if it is bringing in a team of people to do it...so it is...that

should be covered in the cost of the class.

I am so passionate about this that we are even going the step in our basic class

to take all the student to PearsonVUE on their last class day to take their

first stab at the CAT...after seeing the last round of DSHS published results of

programs in Texas...we have made NR certification the goal of our program...not

passing our class.

else's...it is in the Austin area, not ACC...it is an independent program....

Contacting a NR Rep is only a small part of setting up a test site for a

Training program. I as a NR Rep, cannot set up a test site, nor can I allow

students to participate in a test site, it is up to the site coordinator to

allow this. I feel that there is a misunderstanding as to what the NR Rep's

responsibility is in the skills testing procedure.

Yes some of us NR Reps, do have training programs, but as noted in previous

post, we do not Rep our own students during the testing procedure. We as

any other training program have to contact another NR rep not associated

with the training to Proctor the site. As a training director or program

coordinator we may be the Exam Site Coordinator but that has nothing to do

with being a NR Rep. Please understand that these are two separate

titles/roles.

I too am willing to travel to Rep Skill Exam sites, but I can't do that

until I'm contacted by a site coordinator. My contact information is on the

DSHS web site under the NR Reps.
