The Texas Engineering Extension Service (TEEX) is pleased to announce the

following training announcement:

PER-212 " WMD/Terrorism Incident Defensive Operations for Emergency

Responders "

Host: Milam County, TX and Alcoa-Rockdale Operations

Location: Alcoa Lake Training Center, Rockdale, TX

Dates: May 1-3, 2007

Delivery Method: Classroom presentation, group discussion, small group

activities, and practical exercises utilizing Level B personal protective

equipment

(PPE). The course material and instructors are funded by the Department of

Homeland Security, Office of Grants and Training.

Educational Credits: 2 hours, ACE credit.

Certificate: TEEX/DHS Certificate of Completion and ProBoard (NPQS) NFPA 472

Hazardous Materials First Responder: Operations.

Prerequisites: To be eligible to attend, participants must complete NFPA 472

Hazardous Materials First Responder: Awareness. (This can be accomplished

online, at no cost, at _www.teexwmdcampus.com_ () .

Target Audience: This course is designed for personnel from:

• Law Enforcement • Fire Service • Hazardous Materials • Emergency

Medical

Services • Emergency Management Agency • Public Works • Health Care •

Public Health • Public Safety Communications

The National Emergency Response and Rescue Training Center (NERRTC) has

developed courses as part of the National Domestic Preparedness Consortium’s

curricula to improve the abilities of jurisdictions to combat domestic

terrorism.

This course was developed by TEEX to provide emergency responders with a

practical learning experience that will provide them with the skills and

knowledge necessary to prevent the spread of hazardous materials and WMD agents

during a terrorist incident. It is currently the only course offered by the

National Domestic Preparedness Consortium that provides the participants the

opportunity to obtain a nationally recognized (ProBoard) certification for

hazardous materials response. Since the development of the course in 2002, the

course

has been delivered to thousands of first responders and first receivers

across the country.

This course focuses on the special challenges faced by emergency responders

and first receivers in dealing with a WMD or terrorist incident. Upon

completion, participants will be able to respond to a WMD/Hazmat incident in a

defensive mode. Responders will be able to preclude the spread of the hazard

to

the public and the environment.

The course includes seven distinct modules incorporating lecture, discus

sion, and group exercises. Included in each module are activities and exercises

that are designed to allow participants to apply the information covered

during the module.

At the completion of this course, participants will be able to:

• Predict the likely behavior of hazardous materials involved in a WMD

incident.

• Identify the containers, container markings, and determine whether

hazardous materials are involved.

• Effectively work and communicate within the Incident Command System.

• Utilize previously gathered information, survey the incident scene and

surrounding area, identify unique hazards present at a WMD incident, and help

determine the size and scope of an incident and communicate this information to

the appropriate parties.

• Discuss the proper and most effective type of detection equipment needed

during a WMD event.

• Determine appropriate personal protective equipment (PPE) for a given

hazardous material, as well as don, doff, and work in personal protective

equipment.

• Identify defensive options, implement defensive strategies, and determine

the effectiveness of those defensive strategies.

• Describe the need and purpose of decontamination and perform emergency

decontamination procedures.
