Did we not discuss this with some fervor about like 2 years ago? Anecdotally, 20 years ago when we first started Pre-Arrival instructions in NJ we had many callers balk at the idea of M2M on strangers, AIDS was the " new " thing etc. In those cases with no data with no prompts and at times at odds with certain " cards " we'd tell them to do compressions anyway, something had to be better then nothing the " Stare of life " is not likely to do anything for a patient.
