I hear this as an excuse for every lazy public safety administrator I've

ever meet! Someone show me some case law where these things came to fruition?

When Clawson first published his book some of us " thinking " dispatchers in

Camden county (NJ) sorta semi but not quite implemented some of the stuff in

the book that seemed at the time to make sense. We were in about 2 weeks told

in no uncertain terms to STOP said practices for the same reasons stated

above. Within 2 years the State mandated EMD in NJ but they adopted the APCO

system and even at that we still had NO CHOICES but to follow the " cookbook "

by

for all the ills of our urban system.
