CREATION OF THE HEALTH PROFESSIONS COMMISSION

FYI: Not sure if EMS fits into this plan or not...

On Tuesday, February 6, 2007, Gov. announced a legislative

initiative to consolidate administrative functions for health

professional licensing boards and workforce/planning agencies under a

new Health Professions Commission which will have an Executive

Commissioner, a Deputy Commissioner for Policy and Development, and

six

Associate Commissioners. The six Associate Commissioners will be

titled: Associate Commissioner for Medicine; Associate Commissioner

for

Nursing; Associate Commissioner for Dentistry; Associate Commissioner

for Pharmacy; Associate Commissioner for Independent Practitioners

(optometrists, chiropractors, psychologists, podiatrists, LPCs, LMFTs,

and social workers); and Associate Commissioner for Allied Health

(PTs,

etc.).

Subject: Governor's Proposals

The Governor issued his " State of the State " address today and laid

out

his proposed budget for the 08-09 biennium. Of significance to the

BNE

are two issues: a proposal to move all health professions licensing

boards/agencies to a newly formed Health Professions Commission and a

proposal to reform higher education.

CREATION OF THE HEALTH PROFESSIONS COMMISSION

The following is our understanding of the proposal:

All health licensing boards would be placed under one agency known as

the Health Professions Commission. The model is similar to the Health

and Human Services Commission and the Texas Department of Licensing

and

Regulation.

The Governor would appoint an Executive Commissioner who would appoint

associate commissioners for Medicine, Nursing, Dentistry, Pharmacy,

Allied Health, and Independent Practitioners. It is unknown which

agencies would be under allied health and independent practitioners at

this time. The Executive Commissioner would report to the Governor.

The Boards appointed by the Governor would continue exist and make

decisions regarding licensure and enforcement of the professions.

The Executive Commissioner would make hiring decisions regarding the

Associate Commissioners.

The Human Resources, Information Technology, and Finance functions of

all agencies would be removed from the agencies and placed under the

Executive Commissioner.

The Health Professions Resource Center, Statewide Healthcare

Coordinating Council, and the Texas Center for Nursing Workforce

Studies

would be incorporated into the Commission. These entities are

currently

within the Department of State Health Services and they focus on

workforce supply and demand.

The BNE budget is zeroed out and moved to the Health Professions

Commission but appears to remain the same.

Examiners nor does it represent BNE policy and contains only the

opinions of one staff member

Now, I ask you all to read it and tell us all just what GOVERNOR GOOD HAIR is

up to with this.

I haven't seen the original proclamation, and I haven't been able to find it

with Google. , if you have it, please post the text of the " legislative

initiative " so that we can all look at it.

Folks, WHERE DO THESE THINGS COME FROM? We know that Governor Good Hair

doesn't know anything about EMS or the health professions (or anything else

except how to raise money) for that matter, so who is behind things such as

this?

There are " live people " who write these things. Who are they? Who do they

answer to? Who gives them their ideas? Who are their friends? Wouldn't

you like to know? I would.

As aptly asks, where does EMS fit into this plan?

Can you see us being lumped with " allied health? " and placed under a

Commissioner who is also responsible for physical therapists, respiratory

therapists,

pickle tasters, chicken pluckers, and wart removers? Medicine, Nursing,

Dentistry and Pharmacy get their own Sub-Commandantes, but EMS doesn't even get

a

mention. One supposes that we will be under allied health, but who knows?

We're a nonentity, apparently.

EMSAT! ALARM!

Don't you just love it that our Dear Governor Good Hair can't even say " EMS "

in his proclamation?

What does that tell you about our status?

How long are we going to endure being Subchapter ©(4)(a)(iii) in the

legislative scheme of things?

There are 50,000 of us in Texas, enough to make any sorry politician quake in

his Ariats if we all got together and said " WE'RE MAD AS HELL AND WE'RE NOT

GOING TO TAKE IT ANYMORE, RICKY and DAVE AND TOM! DON'T EXPECT US TO SAVE

YOUR SORRY A** UNTIL YOU AT LEAST LEARN WHO WE ARE! "

(Oh, for y'all who are not politically savvy, Ricky is Our Dear Governor Good

Hair Rick , Dave is The Right Honorable Dewhurst, the Lieutenant

( " Light " ) Governor of Texas, and the most powerful man in state government, and

Tom is Tom Craddick, The Right Honorable Speaker of the House of

Representatives of The State of Texas).

You'd better believe the Nurseys are going to make themselves heard if this

little plan so much as makes a ripple in their pool. And the Chiropractors

and the other " independent practitioners " will probably have the Governor's

hiney if he messes with them, but gee, us little ole EMTs and paramedics will

just

go with the flow.

After all, the ones of us who work for fire services have nothing in common

with the rest of us, now do they? They've got good bennies, make good money,

and why should they even connect with the rest of us poor unwashed medics?

They've got their own unions. Don't need us. They don't join EMSAT, they

don't go to the Texas EMS Conference, they don't join the list, don't need it.

Folks, this little " initiative " makes my blood boil, if you haven't already

figured that out. Let's foist the EMS regulation off to another

Sub-Commandante for Allied Health. That will be the final blow to what was

once a proud

TDH Bureau of Emergency Management and a bunch of great people who have made a

lot of sacrifices for us and are still trying to do it right in the face of NO

BUDGETARY SUPPORT, and little bureaucratic support from above.

And if we let it happen, we will richly deserve what happens to us.

Whatever happened to " Government Of the People, By the People, and For the

People? " I guess it's perished from the earth.

Yeah, OK.

You say that there are those who are holding their cards real close to their

chest. SWELL! What does that mean for us in EMS? Name me ONE Senator or

Representative, including that one from the Valley who is supposed to have

been a paramedic, who has a gnat's interest in what happens to EMS, and I'll

sell

you the Brooklyn Bridge.

What it means to me is that EMS has NO POWER BASE in the legislature or with

politicians

If all 50,000 + certified ECAs, EMTs, EMT-Is, EMT-Ps, and LPs were members of

EMSAT, it would be able to buy some politicians just like the insurance

companies and oil companies and hospitals and doctors and nurses do.

Yep, friends, it's all about money. No money, no play!. Ante up of shut up.

As I have said at least one hundred times here, a politician is the lowest

form of life, but one that we must nurture if we want to get anything done for

our " profession " in the legislature.

So money talks.

Texas EMS is a bad joke. Even the folks on this list cannot get together

and agree on one thing.

If I said to you all, let's all cal the Governor's office tomorrow and say

that we HATE his proposal, and that we DEMAND that EMS be recognized as an

essential service in Texas, how many calls do any of you think would be made?

Three or four? That's probably optimistic. Even if I told you the number to

call, which is readily availble through Google. I won't tell you, because

y'all can figure it out for yourselves. This is a TEST.

We get what we deserve.

search on Health Professions....it will show you everything that I have seen to

date.

his State of the State...I read the transcript...not in there. I heard this was

in his budget 2 years ago and didn't see the light of day....

There is no legislation filed yet that is creating this yet...but people believe

it is coming.

Although I think your points of us getting lost are a true concern, it appears

to me (an Aggie mind you) that this will apply to our certifications/licensing

only and if we are licensed by the same organization that licenses MD, DO, RN,

DDS, etc...I think it does a lot to tie us much tighter into the recognized

" professional " ranks...and farther away from certified technicians...the

strategies say that the Boards that regulate these will continue to exist (Texas

Medical Board, Texas Nursing Board, etc) but the organizations that do the day

to day will all be combined into a single organization....

My questions are what happens to EMS Provider licensing (agencies not people)

and does GETAC have a role in this or will our certs/licenses be regulated by an

" over-arching " group.

Why not? That's where community colleges place THEIR paramedic programs..?!?.

The ones like Maxie, Gene? Those " fire service medics " ?

While I generally agree with you, I think you'd be surprised to find

that EMS is a priority in some fire services, and many are getting

better at EMS.

What gets me is that we can't do an EMS commission, but we CAN do THIS?

If this happens, the chance of EVER getting a SEPARATE EMS COMMISSION is *zero*.

I was notified of this by a physician that is extremly active with physician

political issues...they didn't know this was coming either...sorry....but not

only is GETAC getting slapped but the TMB, TNB, etc....

So we should call and tell him an idea we know absolutely nothing about is

horrible before we actually see what it is? Sounds almost as intelligent as

grandfathering certified paramedics into the licensed role and then being upset

that licensing doesn't mean anything.

Again, lets all calm down and see what this really is before we make judgements

about rather it is good or bad for EMS...

Dudley,

If you continue to post these type of messages I am going to have to ask the

moderators to censor you. I mean really......the whole purpose of this list is

to take the slightest sniglet of information or rumor and immediately blast it

out there claiming it is fact and that you have personal knowledge of the

truthfulness of the information, no matter how goofy it sounds.

If you think I am going to sit here and let you encourage fact finding, as

opposed to rumor mongering and inciting mass hysteria, you have another think

coming.
