Normally the FRO utilizes the provider's medical director and that physician writes the protocols for the FRO. My suggestion would be to phone the TxDSHS EMS specialist for your area and visit with her. -Anne Raney-Scillia can be reached by phoning . They run a campus based EMS system and may have some insight since you said this is a student group and they too are a student group.
