Guest guest
Howdy my friends: As always, it was fantastic seeing y'all at the conference. Some of y'all asked about when I'm becoming a paramedic. Unfortunately, as of now, I have no idea when. I recently took my skills retest (November 10) and passed it. The NR rep at that test site (Praise in public, scold in private) allegedly sent the score sheets to NR by UPS Ground on November 12. UPS's website claims that a ground package sent from San Angelo on November 12 should have arrived in Columbus, Ohio by November 16. As of today, NR has STILL not received the test results. I have, as of yet, been unable to obtain a tracking number from the NR rep. The test site is less than willing to intervene on my behalf, claiming that anything other than providing a test site is between me and the NR rep. (I will provide the name of the NR rep and test site off-list, if asked, but I'm not going to slam someone publicly. I'm giving the involved parties one last chance to make things right before I go all " lawyer " on them. LOL) In short, I wanted to warn my EMS friends to " buyer beware " and recognize that some test sites are better than others and that cost alone shouldn't be the determining factor. TEEX at College Station actually overnights the exam results to NR, which is a really fantastic service. I strongly recommend the TEEX test site to you all, despite a significantly higher cost. An extra week or two of paramedic pay makes the slight difference in cost marginal. So, as much as it pains this Longhorn to say it, A & M does at least one thing right -- NR testing. In a way, I'm fortunate that my job or pay raise don't depend on becoming licensed as a paramedic. For those of us that are in that situation, though, it's incredibly petty to try to save a couple of bucks on shipping when people's finances hang in the balance. I was talking to Grayson, who told me that LOUISIANA (yes, Louisiana) actually has the NR reps bring the practical score reports to the state EMS office, who then reports them electronically to NREMT. Why isn't this happening in Texas? Folks, we're all complaining about NREMT. Let's not trash it yet. Let's make it work -- and not on the backs of candidates. -Wes Ogilvie, MPA, JD, EMT-B (STILL!) Guest guest
I have done all three exams (Basic, intermediate, and Paramedic) in the past 7 years with TEEX and I love Teex website to death. I hope they plan to offer computer based exams. From passed dealings, TEEX's site fees are not that extreme... $125 for my paramedic exam about 2 years ago. Guest guest
Wes, Thanks for the plug for the TEEX site. I would point out that we have people fly in from all over the US to test there because our fees are less than their home state. They claim even with travel expenses they still saved money. As far as how Louisiana does it, not sure if Texas has that capability and it seems like adding one more pair of hands to clog up the works not streamline it (what if the water pipe burst again?). It sounds like in your case that it is more an issue with the NR rep than the test site. As far as fixing NR rather than bash it, the problems you are encountering right now is exactly why they are bashed. NR's policies do not allow for fixing, because they believe they do not need to be fixed. Guest guest
Having both taken an NR written test as well as helped do BLS skills testing while at TEEX Neil Coker is also an excellent NR Rep and runs a good ship along with TeeX and their EMS Program under Don Royder and Rinard. Harding does the " grunt " work and is very thorough on this which is one reason why I think that TeeX does do the great job that they do on the NR Process. Simply put they use a team approach and they follow the same checklist every time and they do an NR test and of course they deal with any issues as they come up hence they have few issues that come up more then once. Anyone can have a bad day but given some issues that Wes had and some issues that I was made aware of at another test site with regard to similar issues such as Wes's and the like that are all related back to the NR Rep this is the key point that needs to be addressed in the current system as I see it. Guest guest
National Registry just called me.?? They got in contact with the NR Representative who had not shipped the score reports when he said he had.? (Instead of being shipped out on November 12, they were shipped on either November 15 or 16.) I'm very impressed with the customer service that I've received from NR and simply shocked at the lack of integrity and concernreflected by the NR rep.? Names will be supplied off-list if requested. Looks like I may have to do some of that lawyer stuff on my own. -Wes Ogilvie Re: A Longhorn says Gig 'Em (NR issues ad nauseum) Your a kind hearted individual. Guest guest
It appears to me that we have lost this battle. No matter how much the folks at the state office say they are on our side, the result is that they are not. With the exception of maxie none of the individuals have ever worked in this field and they are the ones making the decisions. NR was\is a easy way out without losing any money. NR is much to powerful. But it still is a lot of fun to bitch about it. I have seen more folks on our end work through the process better than in the past. I am sure it is due to their effort and nothing to do with the educators or NR's effort. Henry A Longhorn says Gig 'Em (NR issues ad nauseum) Howdy my friends: As always, it was fantastic seeing y'all at the conference.
The first thing we should do is formulate a new RFP for testing and run it next year. Let NR bid on it along with the other programs that are now extant. The RFP should state a number of things, including: 1. No skill testing by NR. All skill verifications should be done at the course level, and coordinators should have the sole responsibility for verifying skill proficiency, based not upon ONE performance, but upon a continuum of performance. 2. NR reps operating in Texas should be required to be Texas certified coordinators and subject to discipline by DSHS. 3. The fee schedule should be negotiated with the winner of the RFP, taking into consideration the number of applicants Texas has in comparison with other states. 4. Strict rules should be applied to processing of the exams, including time limits on posting results, and an appeals process run not by NR but by DSHS. 5. The winner of the RFP award should be required to submit exams to a committee in Texas, appointed by GETAC, which would approve the content of the exams, insure relevance to Texas and National practice standards, and have the power to dump bad questions. 6. The winner should pay TEXAS for the right to do the exams, not the other way around. I am sure there are other requirements, but these come to mind immediately. Guest guest
Unfortunately, no one is riding heard on the NR reps even though most are probably doing the right thing. When ever Dishes brought the NR in, they promised oversight for NR reps. However, Dishes refers problems to the NR, and the NR refers them back to Dishes. I also remember Dishes stating their would be 3 year 'term limits' for NR reps, and NR responsibility would be rotated among coordinators. -MH ________________________________ From: texasems-l [texasems-l ] On Behalf Of Wes Ogilvie [ExLngHrn@...] Sent: Monday, November 26, 2007 9:34 AM To: texasems-l Subject: Re: A Longhorn says Gig 'Em (NR issues ad nauseum) National Registry just called me.?? Guest guest
Concerns or complaints have been lodged, aired, discussed (pick the appropriate verb) at every GETAC meeting since NR began in this state. Possibly the only thing left to do is notify them in brail and sign language. Guest guest
As I understand, DSHS has no jurisdiction over the NR reps for their conduct of NR exams.?? Is this something that might need to be addressed through a new rule, at least for those people who hold Texas EMS certification? I'm afraid that the only way to get the attention of SOME (not all, mind you) NR reps will be to: 1) Hit them in the pocketbook 2) Report them to NREMT in the hopes that NREMT will revoke their ability to conduct NR exams 3) Hold them accountable in civil court.? (While there are too many lawsuits, it's sadly true that nothing gets a person's attention like a civil court summons and/or judgement.) -Wes Ogilvie Re: A Longhorn says Gig 'Em (NR issues ad nauseum) > > Your a kind hearted individual. Guest guest
We used to have the best skill testing procedures anywhere. I worked with lots of folks back in the 1980's to perfect them, and our skill sheets are still better than NREMT's. I agree that computer testing has improved things. However, there must be oversight by the state. NR cannot just be trusted to fix up an exam based upon its notions about what's good and what's bad to ask. As a patron of that organization and a massive contributor to its financial wellbeing, we have a perfect right to have an oversight committee. We also need an appeal process that insures due process on the part of NR. I do think they're working to become more customer friendly and less arbitrary, but they're still not there. I am encouraged, however, by some recent feedback I have received about their handling of a problem. I look at them like I do an insurance company. Insurance contracts are " adhesion " contracts, which means they write them and we " take them or leave them. " Because of that, all states have seen fit to regulate them. We should be regulating the NR, not the other way around. We made mistakes in the heat of the crisis when they were chosen among a group of ONE to take over and save us from ourselves. We shouldn't be saddled with those mistakes forever. The State of Texas could exercise enormous leverage over NR if it wanted to. GG I certainly agree with tightening the requirements on coordinators, so long as they are meaningful requirements and not just bureaucratic blather. Having been an advanced coordinator for many years, I can say that most of the coordinators I have known are conscientious and honest. I have NO confidence that the NR skill testing is anything more than a waste of time. I have served as an examiner literally dozens of times, and I have seen the worst and the best come through, and believe me, I don't think the exams tell us one thing about a person's abilities in the field. Testing is an artificial situation. Doctors and nurses don't have skills exams. Their abilities are monitored again and again over time, and that's the way EMS ought to be. But you're right--money is the problem. GG > > > Gene, > > Most of your posting is no longer relevant now that we have computer > testing.? Guest guest
very good ideas gene. Rick ________________________________ From: texasems-l [mailto:texasems-l ] On Behalf Of wegandy1938@... Sent: Monday, November 26, 2007 4:39 PM To: texasems-l Subject: Re: A Longhorn says Gig 'Em (NR issues ad nauseum) The first thing we should do is formulate a new RFP for testing and run it next year. Guest guest
As I was unaware of the extenuating circumstances, I certainly apologize for the confusion and misunderstanding. Had I known of your family situation, I would have definitely understood. (I'm dealing with family medical issues as well.) Unfortunately, since there was a lack of communication, I was unsure as to the status of my NR packet. At first I was told that the packet was shipped on one date, then found another from speaking to NR. I'll gladly take the discussion off-list from this point forward. -Wes In a message dated 11/26/2007 10:38:24 P.M. TDSHS & NR both want us to do this job with no guaranty of reimbursement from them. I am still waiting for payment from the first site I repped in 2003. These test sites are a lot of work. Even after I get home, I will spend one or two days going back over the paperwork to make sure that all bubbles have been bubbled, that all candidates have checked or written or bubbled everything, that it has my signature so no one will get kicked back for an incomplete application. Break it down & we get paid about $10.00 - 11.00 an hour. I will be back in the office tomorrow, so I am quite sure I will have at least a dozen messages from you to answer, seeing as I have been off of work for two weeks. I will take them over to my attorney's office: Berta Linton 12 W. San Angelo, TX. 76903 Wes, please do not call me, e-mail me, or call the station. Guest guest
Gene, Most of your posting is no longer relevant now that we have computer testing.? I have no issue with coordinators being the ones that do the skills testing...but as has been stated before...if we can't require coordinators to have NR testing as a part of their class...how can we trust them to test the skills?? Honestly, before we re-do the NR process...lets look at overhauling the coordinator process, qualifications, and responsibilities.? I for one cannot accept a coordinator being responsible for skills testing until we have some better processes, rules and benchmarks in place for what a coordinator should be. Jane's explanation of the NR process was one of the most cogent and well stated emails I have seen on this thread for quiet some time.? Funny thing she said though (and it is usually " those private ambulance folks " that this gets applied to) is that coordinators won't do the NR piece because of cost...I.E. money...and again it boils down to that. I for one am satisfied with the written testing piece now.? It is easy to access, results are timely, and the pass rates are at a respectable level (I hope because we are better preparing our folks to take the test...and not just that it is easier).? The skills piece is still an issue but I think it could be better done if it was a requirement of the coordinators to provide it...fix that and make it work...then I would be willing to talk about coordinators just doing it at the advanced level. I consider what you are doing as harrassment. --------------------------------- Never miss a thing. Make Yahoo your homepage.
