TSH levels?

I have a question about TSH levels. What does it mean if a fasting TSH (6 or 7 a.m.) is in the 5 range and a non-fasting TSH done at 10 a.m. or 2 p.m. is under 3? This seems to be what is going on with my labs and I am most curious about the why of it.
