When we were potty training my son, we sat him on the toilet and poured glass of warm water on his penis. The water would make him urinate and taught him the sensation of how to release his urine. We would always make a big deal of him peeing in the potty. It wasn't long before we would sit him on the toliet and he would go himself. Hope this helps. He watches my husband and son stand and comments, but won't do it.
