I get those mealy mothy things in grains sometimes--but, thankfully, never in the instant potatoes--and since I stopped shopping at the local organic market they have disappeared. One way to keep them out of flour or other grains is to store them in an airtight Tupperware type container and put them in the freezer. Sad to say, their eggs are always in things like that. The trick is to keep them from hatching.
