Does HC cream cause skin breakdown over time?

I did a pretty thorough search here but couldn't find any info.

I've read that long term use of hydrocortisone cream can cause skin

deterioration over time.

Is this a problem to be concerned about with long term use? Can it be

avoided by rotating absorbtion sites?
