If it's insurance based, the Insurance Comm. Office is the best place to start. I've always had good luck with them in Kansas. The BBB is also a good place to go. Almost all states are registered and on line. I had been fighting an alarm co my mother had signed a contract with last year when she still lived in her house in FL. My brother tried to get the co to drop the service due to mother's problems and had no luck. I contacted the BBB in Calif, the Attorney General's Office in Kansas who in turn contacted the office in FL. I finally tracted the president of the co down (which was no small job) and sent letters and copies to all. After almost 1 year, they have cancelled the contract on a house she no longer owns in a state where she no longer lives. The lawyer's advice was just to pay it off and be done with it but I said NO WAY !!! You'll find the Insurance Comm and the Attorney General's Office both carry a lot of power and sometimes all it takes is a letter from one of them and the battle is over. You stand your ground. Make notes of who you call, what their names are, the date and time and document the conversation. Keep track of everything you do and what they told you. Save all bills and any letters.
