Trader Joes Pepperoncinis Legal?

Hi, Can anyone tell me if these are legal or not?

Ingredients: Pepperoncini peppers, garlic, oregano, basil, salt,

cilantro, orange peel, brine (water, white wine vinegar, salt).

You can see all of the ingredients mentioned in the list floating in

the glass jar (garlic cloves, oregano, basil, and orange peel).
