MEMORANDUM

TO: Universities and other research companies FROM: April Katine, Child Development/Education Program Manager Florida Developmental Disabilities Council Re: Request for Bids - Survey - Higher Education and Special Education Date: October 6, 2009______________________________________________________________________ It is unclear how many university and college general education teacher education preparation programs include a requirement or recommendation for students to take courses in special education in order to receive a degree in education. In order to meeting the education objective 1.1 the CD/ED task force feels they need data gathered to help them design a project that would collaborate with universities to include special education courses in general education preparation programs. Statement of Work: The objective of this survey is to gather data on courses required and offered in teacher education programs throughout the state of Florida preparing general education teachers to include and support students with disabilities in their classes. The effectiveness of this project will be evaluated by the completeness of the data gathered. Services to be provided:

The provider will identify all Universities, Colleges, and Community Colleges, both public and private, that offer teacher preparation courses, degree's and certificate programs in the State of Florida and develop a listserv which encompasses all of their current email addresses.

The provider will assist the CD/ED task force and CD/ED program manager to develop the questionnaire to be used to gather information about the types of programs, degrees and outcomes in Florida and the impact those programs have on preparing general education teacher's to include students with disabilities in their future general education classes.

The provider will disseminate the questionnaire to all higher education providers in the State of Florida, and follow-up appropriately to ensure questionnaires are completed.

The provider will develop a database in order to collect and analyze the data and have the ability to update and continue to use the database as needed.

The provider will analyze the results of the surveys and provide a report detailing the findings.

Expected OutcomesData indicating the number and kinds of courses required and recommended for general education teacher preparation courses in public and private Universities, Colleges and Community Colleges throughout Florida. Establish a database of all higher education providers who have teacher preparation programs and have the database be able to be used for future purposes. The findings of the survey will be used to collaborate with higher education programs throughout Florida to encourage special education courses to be offered and required of general education teachers prior to graduating with a bachelor's or higher education degree. In your bid proposal please include:

A narrative and work plan indicating how the work will be accomplished

A description of qualifications and experience with similar work completed

Any evaluations or descriptions of past or current projects similar to the functions of this project

At least three references from past jobs of similar work

A bid and budget narrative to accomplish the proposed work

QuestionsAny questions must be submitted in writing to: The Florida Developmental Disabilities Council, Attention April Katine, by October 15, 2009. The answers to the questions we receive will be posted to our website www.fddc.org by close of business October 16, 2009. Terms of AgreementFunding from this contract will range from $10,000- $15,000 of federal grant funds from FDDC. The determination will be made on the lowest bid that meets the requirements specified in the statement of work. The Council reserves the right to exclude non-allowable costs, sources of match and services outside the statement of work specified in this request for bids. The Council reserves the right to negotiate with the bidder awarded the contract for a final project budget and scope of work. A match is required in each proposal of not less than 33% of the total project costs, to be finalized as part of the negotiations process. Grantees must match $1 for every $3 requested to reach a 33% match of total approved cost of the project. The match requirement may be satisfied by values placed on in-kind contributions or through grantee incurred costs, or by a combination of the two.
