I have a bit of experience with this type of thing. I would start by asking the school district to increase the services, in writing. Try explaining to them how it helps them in the long run, they are always concerned about their own best interests and ways they will save $$$$ in the years to come. Explain to them the concept of EARLY INTERVENTION and how it is effective. Then, send it to the District Superintendent, Special Education director, and maybe even a board member or two, it is always good to keep everyone in the loop and if they say no, then you have approached then you should consult with an attorney.
