If he weren't to improve at all on his own, would you be happy? Also, you said the measurements were done over a month ago, right? Have you been repositioning him in the meantime? It may make sense to go back to CT and have them comepare new pictures and measurements with the ones they took then. Then you can get a new opinion from them. They will tell you if his plagio is too mild for a band to help him.
