I was on a soap forum and heard that lotions require challenge testing and lotion bars do not. I've done some research since then, and now believe that the FDA doesn't require challenge testing, it is voluntary, and that you only need to list the ingredients when you make a claim on your product that it does something. Am I right about this? So would lotion bars be considered soap -which wouldn't warrant ingredients being posted, or is considered a cosmetic- you would be stating that it moisturizes- by being called a lotion? Of course, I'm sure there are more knowledgeable out there on this but - I know enough to get by. =o) I don't know what challenge testing is - what the term means. However, I believe that the FDA requires testing on lotions - especially if you claim they're moisturizing, etc. I have a web site addy for this that you can read further on it. Therefore they don't fall under this category. BTW, you should error on the side of caution and label everything with ingredients anyway. You don't have to say which essential oils are on it, just that they are there. I always label everything from my soap to my lotion bars to my lip balm and bath salts.
