You have Pearland ( Paid 911) , Friendswood ( Volunteer 911) , CLEMC (Volunteer 911) , ETMC/Pasadena (Paid 911) Enterprise (I think they still cover Webster Paid 911 and Transfer) along with numerous other Transfer services in the area. Hope this helps. If you don't mind a little 30 or so minute drive to school you might want to look in the Webster / League City area. You can find fairly affordable apartments there.
