You are so right; we are 'handcuffed' by powers that be. In rereading the thread, since this individual seems to be begging, could vagrancy and panhandling laws be of any use? Honestly though Larry, do the panhandling laws do any good? You write a ticket to someone who cannot pay it, and eventually, with enough tickets, you put him in the county jail for a few days, where he gets the " 3 meals a day " and the proverbial roof over his head. Several of the homeless people I've come in contact with over the years have no problem with going to jail for a day or two or even more. I even had one last year take a swing at me outside of a shelter after calling 911, because it was cold and raining and he'd been turned away because he was drunk, in an effort to get arrested. In just a matter or days, or even hours, he would be right back on the streets. Confidentiality restrictions prevent my discussing his medical problems but, knowing the local and area resources, I can assure you that it would be very difficult for LE to keep him in jail for more than a few hours. And his hygiene is another story-----again, the worst that we have ever encountered. Cross the border. Let him get drunk and pass out in a cantina. Leave. He can't come back with no ID...
