In general studies have shown a lower 1 year survival rate for those with MELD less than 10 who get a transplant than for those who wait. So UNOS rule have set the lower limit for being in the first group considered for a cadaveric liver at a MELD of 15. If no one in the nation with a MELD of 15+ wants a liver then those below 15 are offered the opportunity to accept it.
