Each state has different wasy to handle the same laws. Each county can have different service structures and each school will require different paperwork. It can positively make you head spin. And we'll all give you our 2 cents worth as to how to figure it out and what to try -- which can be overwhleming as well. Your son is young and you're new to it all. In a couple of months you'll feel better informed. In a couple years, you'll be the old pro giving advice to the new parents on the list.
