My daughter (hearing) was not yet three and she needed a pre-school program.

(a very bright and precosious child) I found a day-care center that also ran

half-day programs like a pre-school. They were state-certified and if we'd know

about Ian's hearing loss when he was that age, it is where I'd have placed

him. Perhaps since there is no formal EI program you could locate a day-care

center like that one and request that she be placed there (at the State's

expense

under the EI program) in order to enhance her language aquisition.
