I may be wrong, but it was my belief that the hospitalization isolation was a requirement by the Nuclear Regulatory Commission for individuals given a certain amount of radioactive material, and not something an individual state government could control. Interesting to find out more on this. This used to be the case, but in 1997 the federal guidelines were changed, shifting responsibility to the states, many of which in turn shift the responsibility to the hospitals. Some states continue to require hospitalized isolation, while some hospitals continue to require it, even in states that don't. Clear as a bell, huh? :-\ - NYC
