I tend to agree with Tater on this point but also know of several services in the north east that allows shorts both fire and EMS separate and combination services. In one city FD they allow shorts but require their members wear bunker pants on medical calls. The idea being that you stay cooler prior to the run hence you do better on the run, in another FD they actually issued wild land (note this is an urban FD) pants for use on " shoe runs " to be worn over the Nomex BDU type shorts.
