Please DO NOT DO THIS unless you are contacted by your state emergency

management agency. Even here in Baton Rouge, 50 miles from NO we do not

have the logistical resources (food, shelter) for unexpected providers.

ALL assistance is being coordinated through state emergency management

offices and the NDMS. Our city-parish population 412,000 will double in

the next few days. As well as the metro area 650,000.

Which is why I made SURE there was legitimate, first person contact

information in the message. Also, this is in Georgia, while most

people are still focusing only on NOLA (no, I have no idea the scope

of requests coming into DSHS, I'm sure they're covering everything

they can!).

What DSHS/FEMA are telling people not to do is " just show up. " They

don't want " Ricky Rescue " to hop out of his car and start doing

anything that's not coordinated. If you notice, this message is

asking for replies so that they can directly coordinate help that they

need. This is exactly the opposite of what DSHS/FEMA are telling

folks NOT to do. This message isn't asking people to come, it's

asking people to contact a particular liasion at this service/area if

they CAN come, and they'll coordinate from there.

I was contacted the day before the Hurricane hit by the state. We do not have

the resources to send anyone. However that was the day before the landfall. Who

can tell me if the state has actually dispatched ambulances to La.? It is no

Who is circumventing the process? An agency in the affected area has

asked those agencies who can help to contact them. I'd be of the

belief based on who's making the request (Mid Georgia Ambulance) that

if anyone is actually contacted to deploy, it will be coordinated

through the actual oversight agencies (DSHS, DHS, FEMA). Don't

forget, though, there's a large area affected and not all of them have

been reached by FEMA et al yet, and are still fending for themselves.

FWIW, MGA is run by Ben Hinson, past president of AAA (ambulance, not

auto), and their medical director is Dr. Ray Fowler. This isn't a

mom-and-pop EMS service stepping on people's toes and asking bubbas to

jump in trucks and git-er-done...

I can personally attest that Metrocare was contacted to help on

Wednesday. My g/f left at 3PM from Austin in a Metrocare ambulance on

Wednesday after being told to pack for several days. I've been in

contact with her since and she's been in NOLA, LaFayette and other

areas. From what I know, Metrocare sent at least one truck from

Austin, which went to Beaumont and met up with other resources before

heading across state lines. From speaking with her this morning,

they're working 20 hour days, and Steve Diamond himself has been in

the water helping haul out patients.

Additionally, to make sure their crews were equipped, they were given

gas cards and $100 cash per medic as well as extra EMS supplies,

water, food, blankets, etc. before they left Austin.

On Monday 8/29 I was contacted by DSHS conducting an asset inventory for all

available EMS resources east of I-35. We have made two MICUs, one support

vehicle and 12 personnel available for Katrina victims.

It was explained to me that an initial mutual aid request for 50 ambulances was

filled from the Houston/Beaumont area. Other services in the Dallas area (such

as Lifeguard and AMR ) have sent resources in to support their New

Orleans/Louisiana Operations.

As of Tuesday, we were still on stand by and set to go within an hour of the

call. Our hearts and prayers go out to all those who have suffered through this

trajedy and our blessings go to those who are already there to help. God speed.

The point is that if they (Mid Georgia) want to request help, they should do it

through official channels with FEMA. This message should not have been posted

to the list, because you and I both know there are people that will read it,

pack up and head east. I urge anyone that receives a message like this to refer

the message originator to the proper channels for assistance.

The message led off with, “Any resources within a 10 hour drive of Baton Rouge

are requested to bring a fully equipped ambulance and a crew of 4.” This is

sufficient reason for some to start the trek. If Mid Georgia wants help, they

should coordinate it with FEMA and the ICS that is in place, not by freelancing

for help. This is basic ICS and is not hard to understand.

Both East Texas Medical Center EMS and Champion EMS in this area have sent help.

I think there was a total of 11 ambulances from the Tyler / Longview area sent.

My point is, they are. They're just being more direct, telling people

what they need up front (and the reason they're asking for crews of 4

is it's 2 people, 12 hours a day, so that's a self sufficient 24 hour

unit). If some choose not to read their request and just head out,

that's on them - everyone knows what to do, and what not to do.

In this case, they're in a less affected area, but one that's still a

disaster. Their local congressional reps have been more assistance

than FEMA in the initial stages and they've coordinated the response

of over 160 medics from all over the nation. They are, however, in

touch with FEMA, who to date has been whelmed (I don't know that

they've been OVERhwlemed, but they're busy) with response to the most

populated areas such as NOLA and Biloxi.

This was an appropriate request sent out from an agency attempting to

do things right - coordinate, plan, request, respond - but who's

attempting to fill crucial needs right now, without being able to wait

for every process to be 100% in place. So be it.

Again, if " Ricky Rescue " jumps in his pickup and heads east because he

got excited at the first sentence, well, that's on Ricky... not the

person who asked for help in the most right way the could at the time.

way is still not the right way and it could get some people in

trouble. Whoever sent that message should not have done so and you

shouldn't have forwarded it to this list. I suggest you phone the TDH

office in Austin and ask. Nobody from Texas should do anything

outside of Texas unless authorized by the TDH. Nobody with an

ambulance or even just an EMT wanting to volunteer should respond to

that message in any way. Our certificates and licenses are no good

outside Texas unless we respond by order of the TDH and under the

contract they have signed with the other states. Nobody from outside

of Texas should be soliciting anyone from Texas except through the

TDH. Call TDH and ask. I did.

With all due respect to DSHS, what I do out of state is NONE of their

concern. If another state chooses, in an emergency situation, to

recognize my credentials or allow me to practice, then that's between

me, that state, and whomever is providing my medical direction under

the auspices of that arrangement. DSHS, in this incident, is working

very, very hard to make that process easier and put some controls on

it that are going to be necessary as this situation continues. In the

short term, however, people are dying daily and folks that are charged

with fighting that are asking for help in a reasonable manner for

someone who's just been through the first part of a disaster, and are

still living in a disaster situation.

This is absolutely, positively untrue. Once I'm out of Texas, you're

right, my TEXAS license doesn't do me any good... but if another

jurisdiction decides to recognize that license and grant me power or

authority in an emergency situation, that's between them and me (not

me PERSONALLY, me as a responder - I'm firmly planted right here in

Austin, waiting on my team to deploy and developing our plan). Texas

DSHS has no, none, zero authority over another state licensing me to

practice medicine there. They do, however, have SIGNIFICANT ability

to make it EASIER for me to do so, and EASIER for other states to

recognize and verify my credentials - and this is what I believe they

are working hard to do. Kudos to them for this work!

I have heard that their now have been about 20 ambulances sent from across the

state. I find it curious that this information appears to be top secret for some

reason

and other EMS organizations are not being kept informed in the event we may wish

to re-consider our systems ability to send staff and units. Being 6 medics short

already

it would be hard for us to do so. That doesn't mean that we don't want to or

that if this thing gets any bigger and more out of control medically, we may

have to step

up to the plate as others are and will need to do. Before we can do that we need

to be informed of current EMS involved and the current need.

If I were ten years younger and in better health, I would already be there. But

I am not so I guess I have to be a bystander. I think those that are there and

on the way
