Is it illegal to park in the Handicapped space if the legal handicapped person is in the car? As to your post (directly below), I understand their computer capability. Now, can a person use the Handicapped permit to park in a Handicapped spot if the Handicapped person is not in the car? If you park in a handicap spot and use the sticker, the person for which it is assigned to must leave the car to enter the store. They can come back out later and sit and wait but the state doesn't want it to be used just to get a good parking spot. They actually give a card with it that you must keep in the car that has the name of the person it is assigned to so they can check.
