Peggy, the reason this whole discussion took off was that one member,

a teacher, commented that SSDI had told her that she was not eligible,

and I surmised that as she was a teacher, she had not put into the SSA/

Medicare system, which she confirmed was correct. Casual laborers

do not put into it; many sweat shop works certainly are not contributing,

nor benefitting from it, and many who have been here for years on visas,

amy contribute, but will get nothing out of the system unless they do be

come legal permanent residents or citizens. I used to run federally fun

ded medical clinics in major cities, among other things that I have done.

Out West, many of those who came to those clinics had poor or little

insurance after retirement, and were highly educated teachers in the

public school (K-12) system. If you are saying that all teachers do

contribute and benefit in New York, that is indeed something to cele

brate, but it is NOT the case that all who work are automatically paying

into the system, nor that they will ever benefit from it--and the one legiti

mate professions that falls into this category, IN MOST STATES, sadly,

is that of public school teaching.

Then there is this common phenomenon known as "graft and corruption"

whereby the personnell department of an agency deliberately takes OUT

the SSA/MEDICARE tax and puts it into the account of another employ

ee, under a different Social Security number. I found out when I retired

on SSDI, that this had happened to me in two agencies--not those that

I wa running--and as they no longer existed, there was nothing that I

could possibly do about it.

Last year there were only fifteen states in which the public school teachers

were allowed to have SSA/Medicare deducted from their checks; New

York was one of them, which is very much to New York's credit. Their

are State retirement plans for teachers in most states, but the medical in

surance that they get afterward is inadequate, if any, and the retirement

is not adequate in proportion to years worked.

Each of my own children earn six-figure incomes, and each was just plain

shocked to find that each year the IRS sets a LIMIT over which a person

does not and cannot contribute to Social Security. So, just to take my

highest earning kid as an example: the limit now is somewhere in the low

$90,000.00 plus bracket, so NO ONE in the entire country pays into SSA

nor into MEDICARE after each person has earned that amount each year,

and that is ONLY EARNED INCOME. No Investments are EVER taxed,

nor have they been, for Social Security nor Medicare.

And all that I have described, alas, is indeed the way this country has done

business since the very beginning of Social Security. Medicare did not come

into existance until the early 1960's, Social Security having been enacted after

the Depression began. Part D, the added drug prescription benefit of Medicare

was signed into law on December 12, 2003 by President W. Bush,

enacted in January of 2006, and is still a fragmented program, though it helps

many. It is the FIRST step in the Privatization of Medicare, as Part D is con

tracted to private providers, and often costs a hefty monthly premium and

after a set amount, leaves the patient obligated to pay cash for thousands of

dollars of prescriptions (full price), unless the income is very low, and there

are provisions for that.

My parents were born respectively in 1897 and 1899; they fell into

the "gap" period, and after my multi-millionaire father became very ill

with MS, and could no longer THINK, he was not able to decide for

himself to purchase an insurance plan nor a drug plan, nor to join an

HMO or PPO due ot his and my mother's ages at the time that Social

Security was first enacted. My father's money was held in trust by his

brother who had been made executor decades before (never mind he

now had Alzheimer's Disease), and the upshot was that Welfare and

Medicaid took care of my parents while my uncle just plain stole the

entire famly's inheritance. mine included. My parents had contributed

too little to Social Security to entitle them to any benefits as the

SSDI program had not yet been created. They were taken care of

by the then "welfare" program, "Aid to the Totally Disabled." No one

even told my mother, who was cognitively impaired and lived longer,

that my father, a decorated WWII veteran, could have received at

least some of his care through the VA.

And their situation was not an uncommon one for people born in

what is now called "the gap" period.

And that has been my experience with "the American Way" of handling

all this--no benefits for my husband, a teacher in both Oregon and Cali

fornia, and few for my parents who had worked and were very wealthy

all their lives. Not that government policy can be blamed for my uncle's

cognitive deterioration and the ignorance of all my family members, save

for me. I became the executor and guardian for my parents, but could

not access my father's assetts.

We need desperately to reform the existing system, and/or to create

and fund (somewhat as we do Welfare and Medicaid, a universal

(not socialized) health care system for all of us in this country.

n I had no idea, what a terrible thing to have happen. To lose

everything like that. So many times we see people who are put into

nursing homes in our area that haven't signed their homes over to

other members of their family within 6 months before they are

hospitalized lose everything. The state swoops in and takes it all.

Like vultures, these people gave everything they had, worked hard,

lived good lives, mostly, and when they need special attention, if

they don't know the laws they get the shaft.

My father has a living will. He has already given my sister and

myself his DNR order. He already has his whole funeral planned out so

we don't have to worry about a thing. I guess that's good for us.

Oh well, all we can do is vote for who we think is the best liar at

the time, I guess, and hope to be pleasantly surprised, lol!!!! I'm

just tired of struggling to get by, with all the medical bills,

prescription costs, therapist appts, copays and such, now my

daughters sr. pictures are due to be taken and the cheapest package

is $199!!! Of couse you only get 1 pose with that and like 3 pictures

and where you going with that? The one we need is $$250. Well, last I

looked the money tree had pretty much shriveled up and died. It's

really disheartening.

Dear Peggy, thank you for your kind and understanding post. Right now, that is,

today, a very dear friend of mine really needs RAPIDLY to deed her house to

her younger and very well-to-do som to protect her and the other son, who

is also disabled (cannot get HIM to apply for SSDI!!!!!). She has MS and is

experiencing rather severe cognitive/memory problems. I dragged her to her

neurologist and, with her consent, took notes for her and explained to her what

he had said; he was solemnly nodding his head as I spoke. I am today printing

up all that he said and will give it to her this week-end--I will also keep a copy or

two, as she will forget where she put his instructions. She is also to have a new

MRI--yes, I will drive her there to get it as she can no longer drive.

She pays for gasoline for my car; I serve as her driver, and of course, as her

friend. I pray each day that she not need a group home or convalescent home,

as even though she does qualify for Medicaid (Medi-Cal here), I do not know

that I can get her to follow up with her social worker's instructions!

It is a combination of poorly controlled diabetes and progressing MS that

is taking her down so. She, her deceased husband, both of her sons, have

worked themselves raw all their lives; they are entitled to KNOW what they

have a RIGHT to receive in the way of fiscal and Rx support.

Sooo, I do what I can both as a volunteer through Gray Panthers, and

in my own life to help as I can. Fortunately, plenty of people are there

to care about me.

I do care so much that our children, their children and so on receive even

more in the way of benefits than have we or our parents.

n, what do you mean by "casual laborers"? I'm not sure what type of jobs you are putting in that classification. My father's social security was paid in to the wrong number we found out when he tried to retire. No money was available and no one could "find" out what social security number his money went to. Just a suggestion, here in Oklahoma we have the Advantage Program - a program to help seniors and the disabled in there homes. A casemanager can fight the battles and get the help that is needed. I don't know what they call it where you are. They will even go to bat with Department of FAmily/Human services. According to the Department of Labor Statistics, the term "casual laborer"

means one who does not have a permanent, steady, ongoing job, but must

take what ever is available. The term is not limited to migrant workers, but

applies even to, say, college students and high school students who work

part time or at more or less random parti-time jobs with no set schedule

of much duration. I have long since, perhaps mercifully, lost that link!

Yes, as soon as possible that should be done, I know there is a time

limit here in NY anyways. That's what most of the deeds in the

newspaper are older folks transferring to their children with no

consideration or money changing hands. Just to protect what's theirs.

It shouldn't have to be that way.

Sharon, that's terrible!! Did he ever find out? How did htey figure

Sounds to me like the government owes somebody a bunch of money!!!!

I'd be making some phone calls to all the politicians in my area. You

are too forgiving. The government robbed your Dad. They need to make

it right.

Sounds to me like the government owes somebody a bunch of money!!!!

I'd be making some phone calls to all the politicians in my area. You

are too forgiving. The government robbed your Dad. They need to make

it right.

Sooo, I do what I can both as a volunteer through Gray Panthers, and in my own life to help as I can. Fortunately, plenty of people are there to care about me. I do care so much that our children, their children and so on receive even more in the way of benefits than have we or our parents.
