This very rarely works well to control, unless your husband's BG excursions exactly match the insulin. He is unlikely to gain good BG control with this insulin. I strongly suggest you ask for Lantus or Ultralente insulin for basal and Humalog or NovoLog for matching to carbs for meals. This is something that cannot be done with a combination insulin. Actually, a prescription isn't needed for Ultralente insulin and it's about half the price of Lantus. I've been using it successfully as basal for more than five years now. Taken twice a day, 12 hours apart, one can get excellent basal control. But don't be surprised if the doctor doesn't want him to take it - it's not the current insulin of choice these days. And, the fact that there was no fast acting such as Humalog tends to show that the doctor doesn't know much if anything about insulin dosing. Oh, ok, the move to mixed insulin (aka 70/30 or 75/25) confirms the above. Lantus or UL as a basal, and Humalog or Novolog are legions above that combination insulin.
