Medical Records and Payments

My old pain doc is refusing to give me or foward my records until I pay him at

least a portion of what I owe them. Can they do that? If I pay him I won't be

able to afford to get any meds the new doctor gives to me. But without the

records a new doc won't be able to help for as long time. This really sucks. I

just want to be back to how I was before the accident.
